With the UK aiming to have net-zero carbon emissions by 2050, there is huge potential for heat networks to play a significant role in reaching that goal.

Why?

Because if we’re to reach that goal, it’s estimated around 18% of the UK’s heat supply will need to come from communal or district heating networks, which is why the government is proactively bolstering heat networks with new regulatory programs and funding.

Unlocking the potential of Heat Networks

To reach that 18% target, how Heat Networks are controlled must be improved to reach their full potential.

Two ways to do that are:

1.   Transparent Tariffs

When it comes to heat networks, landlords set customer tariffs so residents don’t get to choose their suppliers.

Some customers might refuse to pay for various reasons, leading to unexpected debt and reduced cash flow for the network. And to cover the loss, heat providers may increase tariffs, making life harder for those already struggling with fuel poverty.

That’s why pricing transparency is necessary to avoid potential conflicts, complaints and inefficiencies.

2.   Improving performance data

Performance data is essential for spotting and fixing issues quickly, especially in combined heat and power (CHP) or biomass schemes where standard figures can’t always be trusted.

For example, if a heat network operates at just 50% efficiency, a fuel tariff of 3p/kWh could translate to 6p/kWh or 9p/kWh for the end user.

Identifying and resolving issues without the right data, like check meters, can result in energy waste and customer disruption.

The case for mandatory metering

The importance of check meters was emphasised in the Heat Network (Metering & Billing) Regulations of 2014 and the Chartered Institute of Building Services Engineers (CIBSE) Code of Practice for the UK (CP1 2020).

Both regulations stress the need for meters at the heat exchanger or entry point into a building with multiple dwellings or units.

However, check meters are often overlooked or misunderstood, with only 20% of every  250 heat networks having at least one check meter.

Given that a check meter only costs a few hundred pounds to install, it’s quite cheap compared to the overall development cost.

And it’s easy to do.

All that needs to happen is for a site survey to be completed by a qualified engineer who can assess the existing metering — a service your current supplier should be able to do as part of their service.

The Government’s role and looking ahead

While the government has yet to mandate check meters, their importance is undeniable. Without enforcement, the performance of heat networks may suffer, undermining credibility and confidence.

It’s only a matter of time before the government turns its attention to system efficiency, driven by consumer concerns over tariffs and the urgent need to meet carbon targets.
